Yes, you can use the rar configuration file to enable header encryption. Create a file named .rarrc (it really starts with a dot) in your user's home directory. Using a text editor like TextEdit write this line into the file:

switches=-hp

You can add more rar commandline switches exactly like you would, if you entered the command in the terminal. See rar.txt from the rar distribution package for more details.
